Inclusion into the Southeastern Colorado Water Conservancy District (District) is governed by the Colorado Revised Statutes (CRS), the United States Bureau of Reclamation (Reclamation) which includes compliance with the National Environmental Policy Act (NEPA), the consent of the Board of Directors of the District, and approval by the District Court.
There are three different ways for lands to be included in the District:
Inclusion by Municipal Annexation
Inclusion by Landowner Petition
Inclusion by Election
Each of these methods has its own procedures and different requirements that have to be met before the request for inclusion can be presented to the District Court for final approval.
The District has completed an “Inclusion Procedure Manual" which outlines all steps involved in each of these methods of inclusions, all of which require NEPA compliance.
