Directors for the Southeastern Colorado Water Conservancy District are appointed by the court to represent the interests of the county from which they are appointed, and serve the citizens of the District (CRS 37-45-114 and 118).  They are appointed to four-year terms, and by law they must be residents and property owners within their respective county, and be knowledgeable on water matters.

Representation on conservancy district boards is structured to allow all areas within a district to be represented on the board, giving some weight to the areas with the larger populations.  Each county in Southeastern's nine-county service area is entitled to at least one director position on the board, as long as that county's portion of the District equals more than one percent of the total land area of the District.  Everyone of Southeastern's nine counties is represented on the board by this criteria except Kiowa County, whose district lands are less than one percent of the total district land mass.  After the land-mass apportionment, counties are then granted additional director positions based upon their percentage share of the total population of the district. This gives El Paso County four more directors and Pueblo County two more directors.  The Courts then allows the District to have one at-large position on the board.
